Mr. Bicci Alli, Acting Chairman, Osun State Internal Revenue Service

The Acting Chairman, Osun State Internal Revenue Service , Mr Bicci Alli holds qualifications in Business Administration, Accounting and Taxation. He joined Lagos State Civil Service in February 1988 and transferred his service to the new Lagos State Internal Revenue Service (LIRS) in 2008.

Mr. Alli is highly experienced in Public Sector with emphasis in Revenue Administration; 15 years of which was at Senior Management level and Board of Lagos State Internal Revenue Service (LIRS), responsible for policy formulations, development of systems and processes, implementation of same, and general managerial functions. He served as the Board Secretary (2006-2013) and was part of the Management team that ensured the seamless transition from the old Board of Internal Revenue to the new Lagos State Board of Internal Revenue and LIRS. While in LIRS Mr. Alli successfully managed assigned revenue generating Units and Directorates within LIRS, thereby contributed enormously to the monumental growth in Lagos State tax payers’ base and Internally Generated Revenue.

Mr Bicci Alli left LIRS in September 2015 as the Deputy Director New Growth Area, and directly managed the running of High Net Worth Individuals Unit, Withholding Tax Unit, Research and Investigation Unit and Government Ministries, Departments and Agencies Unit.
In October 2015, Mr Bicci Alli was invited by His Excellency, the Governor of Oyo State, Senator Abiola Ajimobi to head a management team with the mandate to run Oyo State Board of Internal Revenue (OYBIR) on day to day basis, and at the same time draw up and implement reform programmes for OYBIR aimed at making the Board fully autonomous. Despite the numerous challenges occasioned by the overall economic downturn OYBIR’s contribution to the State’s IGR increased on monthly average in percentage term by 107 %( from October 2015 to December 2016,) using September 2015 as the base figure. In cumulative terms this translates to 1181% increase in IGR over the same period.

Mr Bicci Alli actively participates in formulating and implementing Fiscal policies and Tax Administration Reform in Nigeria. He is a co-opted Member of the Committee inaugurated by the Minister of Finance to review the National Tax Policy and served as Member and subcommittee Chairman of various Federal Government and Joint Tax Board committees, He was a former Dean, Faculty of Tax Administration of the Chartered Institute of Taxation of Nigeria, Member Tax Faculty of the Institute of Chartered Accountants of Nigeria(ICAN), Member ICAN and CITN delegations to National and State Houses of Assembly on Revenue and Tax Related issues.

Bicci Alli has presented over 50 papers on various aspects of Tax Policies, Laws and Administration at different fora, locally and internationally. He facilitated ICAN MPCEs on International Public Sector Accounting Standard (IPSAS) and was a pioneer facilitator of the Institute’s students Revision Programme. He once served on ICAN Syllabus Review Committee. Bicci was a lecturer and Director of Safe Associates (A foremost Accounting Tuition Centre) where he taught Financial Management and Multi-Disciplinary Case Study. As part of his contribution to Tax Payer Education and Enlightenment in Nigeria generally and Lagos State in particular he was co- Anchor of LIRS TV Enlightenment programme called ‘Tax Talk’ aired weekly on 5 Television Stations (2008 to Sept 2015)

Bicci is highly Experienced and skilled in managing relationships with multi-lateral and bi-lateral Organisations; World Bank, International Monetary Fund, DFID- anchored implementation of these Organisations projects and assignments in LIRS. In recognition of his immense contribution to the implementation Revenue Administration reform process, he was made Tax Ambassador of the UK DFID funded GEMS 3 for reforming the revenue system and process in Ejigbo LCDA in Lagos State which resulted in blocking revenue leakages and increased IGR.

Bicci Alli is a fellow of both the Institute of Chartered Accounts of Nigeria and Chartered institute of Taxation of Nigeria (CITN)

Mrs. Oluwatosin Grace Falomo, Secretary to the Board

Mrs. Oluwatosin Falomo nee Emitomo hails from Iragbiji area of Boripe Local Government Development Council in Osun State.

She obtained her first school leaving certificate from Saint Paul’s Primary School Mafoluku, Lagos, in 1995 she obtained her Senior School Certificate from Lafiaji High School. She gained admission into the Lagos State University to study Law. In 2002 she obtained her LLB (Hons). She proceeded for her National Youth Service Corps in 2004 in Kwara State, Mrs. Falomo did her primary assignment as a Legal Assistant with the International Federation of Women Lawyers also known as Federacion Internaciona de Abogadas (FIDA), kwara branch. She later gained admission to the Nigerian Law School, Abuja Campus in 2004 where she obtained her Bachelors of Law (B.L) in 2005.

Having been called to the bar, Mrs. Falomo did her pupilage at the Chambers of Agabi, Shinaba and Ogon in Lagos under the supervision of the late learned silk, Mrs. SylviaShinaba (SAN).

In 2006, she moved to FIDA National Headquarters and worked as a Legal Officer/Program Officer. She later moved to the Nigerian Bar Association National Headquarters as a Senior Program Officer from where she moved to the Judiciary section of the Lagos State Internal Revenue Service where she worked till 2013.

Mrs. Falomo is currently the Secretary to the Board of the State of Osun Internal Revenue Service.

She belongs to a couple of Professional Associations such as Nigeria Bar Association (NBA), International Federation of Women Lawyers (FIDA), the Chartered Institute of Taxation of Nigeria. (CITN) and Institute of Chartered Secretaries and Administrators (ICSAN) – Student Member.

She is happily married and blessed with children.

 

Mr Oluyemi Oladele Oni, Director of Finance and Strategy

Mr. Oluyemi Oni is a native of Ipetu –Ijesa in Oriade local government area of State of Osun.

He obtained his first leaving school certificate from Ijero Baptist School, Ebute – Meta (West) Lagos, and his Secondary School at Boys Academy, Simpson street, Lagos.

Oluyemi graduated from citadel of knowledge, Yaba College of Technology, Yaba, Lagos from the department of Accountancy & Finance in 1997 (Higher National Diploma), an aluminia of Lagos State University, Ojo , Lagos with MBA in Financial management (2003),Bachelor of Science from University of Port Harcourt in Banking and Finance (2013).

Oluyemi Oni has congregated over 18year’s cognate experience in various sectors of Nigeria economy, starting from Nigerite Ltd where he observed the National Youth Service scheme in 1998, he thereafter proceeded to Wemabod Estate Ltd as Account office and rose to the position of Accountant in a gap of 3 years. Oluyemi had a short stay at African Reinsurance Corporation as Assistant internet Auditor before moving to Akintola Williams Deliotte for practical professional training as Audit senior. Oluyemi took a lead move to 21st Century Technologies Accountant and thereafter became the Head of Finance and Administration (2005-2007). He also had a brief stay at First Guarantee Pension Ltd as Controller of Finance.

Oluyemi Oni, however switched his career to the Banking and finance industry, where he worked in four different Bank ranging from the default Continental Trust BANK (now UBA ), Intercontinental Bank (now Access Bank). Bank PHB (Keystone Bank), lastly Enterprise Bank (formerly spring Bank Plc), he worked in various department in the Banks such as Operations, Internal Control, Audit & Inspection and Business Development

PROFILE OF MR BIODUN OLAITAN

Mr Biodun Olaitan was born to the Oladekan Royal Family in Ikire Irewole Local Government to Prince and Madam Akinpenu Olaitan. He attended Baptist Primary School Ayetoro Ikire between 1977 to 1982 before proceeding to Baptist Grammar School Ikire between 1982 and 1987.

He later gained admission to College of Health Technology Ilesa, where he bagged Higher National Diploma i.e. West African Health Examination Board Exam (WAHEB DIPLOMA) in 1993 for him to Practice Environmental Health safety and sanitation throughout West Africa.

His pursuit for more knowledge made him proceed to Federal Polytechnics Ede to sturdy Accountancy up to Higher National Diploma HND level in 2003 (HND ACCOUNTING).

He proceeded to Administrative staff College TOPO, Badagry Lagos State for his ASCON Examination where he performed excellently well with distinction in Public Service Administration in 2006. He had his Bachelor of Science Accounting (BSC Accounting) from Osun State University with Second Class upper Division (BSC ACCOUNTING).

He equally attended University of Ibadan for post Graduate Training for Teachers of Health Sciences in Nigeria. He is also an associate member of Chartered Accountants of Nigeria ‘ACA’ and also member Chartered Institute of Taxation of Nigeria ‘ACT I’

He joined the service of State Government of Osun through the Local Government in 1990 as an Environmental Health Officer in training and he rose through the rank to Chief Environmental Health Officer Asst. Director Env. Health until he joined Osun Internal Revenue Service in 2015 as Chief Inspector of Taxes.

He has served in various capacities both in Local Government and State Service such as:

Oladipo Lawrence Babjide, Tax Audit and Investigation

Mr. Lawrence Babajide Oladipo hails from Oyan area of Odo Otin Local Government in Osun State. He had NCE from Osun State College of Education, Ilesa before bagging a degree in Business Education Accounting from the prestigious University of Nigeria, Nsukka. Later, he furthered to achieve a Post Graduate Diploma from the University of Ado Ekiti.

He has over 25years of teaching experience and was once a Vice Principal of Osogbo High School. Presently, he is the Head of Training Unit of the State of Osun Board of Internal Revenue Service.

He is a Member of the Institute of Chartered Accountant and the Chartered Institute of Taxation of Nigeria. Also, he is a facilitator to professional bodies such as Nigeria Institute of Management, Chartered Institute of Taxation of Nigeria and Chartered Institute of Personnel Management of Nigeria.
